International Security Forum!
Join Rally to Oppose Halifax International Security Forum!
War Criminals Are Not Welcome in Canada! Work to Establish an Anti-War Government!
Vigorous action outside the first Halifax International Security Forum, November 21, 2009.
On November 21-23, the sixth annual Halifax International Security Forum (HISF) will be held in Halifax. The organization No Harbour for War is calling on Haligonians to oppose this warmongering gathering and join in an anti-war rally on Saturday, November 22 at 1:00 pm, at Halifax Peace & Freedom Park (formerly Cornwallis Park) at Hollis and South Sts.
The HISF is inextricably linked to NATO, a venue for the U.S.-led aggressive alliance to hold PR events, plan future aggression and spread disinformation about the role of NATO in the world. The HISF has also emerged as one of the mechanisms through which U.S. imperialist agencies determine the Canadian foreign and military agenda. The warmongering meetings are also an occasion for the United States to form new military arrangements to integrate the Canadian Forces under its command. In 2009, U.S. Secretary of State Robert Gates announced that U.S. Marines would henceforth exercise in the Arctic to "defend Canadian sovereignty." In 2011, Chuck Hagel, U. S. Secretary of Defence, announced that Canada had signed a still secret protocol to join Obama's Asia Pivot strategy aimed at China and the Democratic People's Republic of Korea.
This relationship of subservience to U.S. interests is underscored by the use of the important port of Halifax for such an event. Halifax has one of the largest natural harbours in the world, which should be used to promote Canadian nation-building and peaceful relations and trade with all countries, big and small, based on respect for their sovereignty and mutual benefit. Instead the Harper government permits the Washington, DC-based HISF to commandeer the city for its annual war conference. The HISF follows NATO's Summit held in September in Newport, Wales. It will no doubt further the dark plans of NATO to attack and destroy the Assad government in Syria under the guise of destroying ISIS "Islamic terrorism," and to use disinformation over the unfolding events in Ukraine to try to subdue Russia.
Notorious U.S. war criminal Senator John McCain calls the HISF "one of the most important gatherings that is convened around the world." Each November for the past five years McCain has used Canadian territory to call for an invasion against Iran and Libya and military aggression against Syria and Iran, Venezuela and Bolivia, etc. Warmongers from more than 60 countries will participate, along with Canadian Defence Minister Rob Nicholson and some 300 others, including journalists and members of big business.
McCain will be accompanied by Christian Brose, his National Security Advisor; Elizabeth O'Bagy, his Foreign Policy Advisor; and Kurt Volker, Executive Director, McCain Institute for International Leadership. Other top U.S. military commanders and state officials in attendance include:
- John Kelly, Commander, United States Southern Command; Commandant of the United States Marines;
- James Wellons, Executive Officer to the Commander, United States Southern Command
- Charles Jacoby, Commander, United States Northern Command and North American Aerospace Defense Command;
- Cecil Haney, Commander, United States Strategic Command;
- Christine Wormuth, Undersecretary of Defense for Policy, United States Department of Defense;
- James Baker, Principal Deputy Director, Joint Staff Strategic Plans and Policy and Strategist to the Chairman, United States Department of Defense;
- Rebecca Chavez, Deputy Assistant Secretary of Defense for Western Hemisphere Affairs, United States Department of Defense;
- Admiral Michelle Howard, Vice Chief of Naval Operations, Office of the Chief of Naval Operations, United States Department of Defense;
- Michael Rogers, Commander, United States Cyber Command; Director, National Security Agency/Chief, Central Security Service
- James Mingo, Chief of Commander's Planning Group, United States Army Training and Doctrine Command;
- David Perkins, Commanding General, United States Army Training and Doctrine Command;
- John Allen, Presidential Envoy for the Global Coalition Against ISIL, United States Department of State;
- Tom Perriello, Special Representative for the Quadrennial Diplomacy and Development Review, United States Department of State;
- Alexis Wichowski, Director of Media Analysis & Strategy, United States Mission to the United Nations, United States Department of State;
- Bruce Heyman, United States Ambassador to Canada, United States Department of State;
- Dov Zakheim, Senior Fellow, Center for Naval Analyses (funded by U.S. government)
TML calls on everyone to go all out and participate in the action on November 22 to oppose the HISF as part of the work to establish an anti-war government in Canada that would bar such war criminals from setting foot on Canadian territory.

Harper Government's Subservience to
Canadian Press photo showing Minister MacKay bestowing an Honorary doctorate on Senator McCain at the Canadian Embassy in Washington, DC, June 18, 2013
McCain was exalted for his alleged "dedication to our countries' bilateral relationship and to his extensive work in promoting international security," MacKay's office said in a release. MacKay called McCain "a great friend to Canada, truly one of the great men of our generation."
Both individuals were adorned in multi-coloured academic raiment. Dr. Joel Sokolsky, RMC Principal and a theorist of "interoperability" or military integration with the U.S. armed forces, and Major Ray Stouffer, Registrar, added lustre to a ceremony so outrageous that it was deliberately not held at the host institution, which is the norm when awarding honorary degrees.
Doctor of Law is an honourary and esteemed academic title. It can never be bestowed on demagogues and criminals who prepare war and intervention in violation of international law and be justified. Nobody having an ounce of self-esteem, conscience and culture would commit such a serious lapse in ethics.
Military science is a dedicated and disciplined field of enquiry, the theory and practice of enhancing military capability in conformity with the defence needs of one's nation. No legitimate national defence college motivated by the ethics and ideals of defending the sovereignty and territory of one's homeland would honour the proponent of naked aggression and the use of military force as the method to solve conflicts between countries and peoples. Not only is McCain an ignorant man, he has made zero contribution even in terms of U.S. imperialist military science or pseudo-science, from military education to combat capability, let alone strategy and tactics.
What can Canadians possibly expect from such a "dedicated" advisor and such "a great friend to Canada? With respect to Canada, McCain has attacked the health care system, commented that Obama should not be campaigning in a bus made "partly" in Canada, and said that the 9/11 terrorists came from Canada. He would reinforce security on United States borders, not just for the entry and exit of people, but also for the products that enter the country. He thinks that immigrants must speak English. He promised to reduce dependence on foreign energy. He is in favour of the death penalty, the growth and build-up of the armed forces, and the expansion of the Free Trade Agreements.
Politically, McCain, cast in the glorious robes from the Canadian military academy of the "noble struggle for freedom" and for "international security," even used the occasion of receiving his illegitimate doctorate to advocate war, subversion, and even more atrocities for the long-suffering peoples of the Middle East. According to a Canadian Press report, "McCain says military intervention in the Syrian conflict is necessary," thereby declaring the naked feudal philosophy of his empire that Might Makes Right in its attempt to make us believe in its "democratic," "pacific," "altruistic" and "honest" nature. Regarding Canadian defence ministers and military scientists and their relation to the U.S.? It is well known that "an apple never falls far from the tree." This was reflected in the marching orders given to MacKay by U.S. Defense Secretary Hagel and the Harper government's strident warmongering during the Syria crisis later in the summer.
Precisely one month following the MacKay-McCain duet in Washington, Canada's new Minister of State for Foreign Affairs Lynne Yelich announced on July 18, 2013 that it would be directly funding of the International Republican Institute (IRI) through the approved budgets for the Canadian Department of Foreign Affairs and the Global Peace and Security Fund, specifically for one of two projects in the Middle East and North Africa aimed at organizing electoral coups. The combined cost of the two projects was $971,200. McCain is Chairman of the IRI Board of Directors, which is itself filled with other Republican Party operatives, many of them former state and government officials, as well as representatives of big U.S. monopolies. Much of IRI's funding comes from the U.S. State Department, U.S. Agency for International Development (USAID) and the National Endowment for Democracy (NED) both part of the U.S. government's plans for aggression, war and regime change worldwide. In other words, the Harper government now provides straight payouts in the millions of dollars to the U.S. agencies of "democracy promotion," such as the IRI.
The IRI, operating under NED and USAID, coordinates financial support to political parties and NGOs involved that undermine national interests in favour of U.S. interests -- in violation of international law -- in Latin America, the Middle East, Central Asia and elsewhere. For example, McCain has classified Venezuela as an enemy of the United States, vilifying the late President Hugo Chávez as a dictator. The IRI, under the leadership of McCain, funds and trains several opposition groups in Venezuela, mainly the neoconservative party Primero Justicia Un Nuevo Tiempo. The IRI is also one of the main funders of the different organizations and shock groups involved in the colour revolutions in Ukraine, Georgia, Serbia, Belarus, Iran and other countries. The IRI also financed the executors of the coup d'état against President Aristide in Haiti in 2004. In March 2005 McCain introduced a bill entitled "Advance Democracy Act of 2005," authorizing funds, reinforcing subversion, establishing new structures and proposing additional mechanisms to exert pressure on Cuba.
MacKay and McCain at the HISF
For the 2013 Halifax war conference, MacKay dutifully formalized Hagel and McCain's attendance as lead speakers. The HISF itself operates from a Washington-based office funded with over $7 million Canadian tax dollars supplied by the Department of National Defence in a straight payout to the U.S.
For the past four years, McCain has been the HISF's most vitriolic advocate of the global "war against terrorism."
As co-leader of the U.S. Congressional delegation, the senator is given pride of place during the opening ceremonies of the forum to speak, following on the heels of the U.S. defence secretaries. Each November for the past four years McCain has used Canadian territory to call for an invasion against Iran and Libya and military aggression against Syria, Venezuela and Bolivia, etc.
The Doctor of War and Military Science shone in his participation at the 2011 HISF when he was the first U.S. state official to issue a public call (on November 19) for formal recognition of the Syrian National Council (SNC) and its proxy army of mercenaries and jihadists as the official U.S.-NATO instrument for destabilizing Syria. McCain -- who was the Godfather of the Ahmad Chalabi's Iraqi National Congress -- now serves as the Godfather of the SNC. At the 2010 Halifax war conference he and fellow U.S. Senator Lindsey Graham openly called for the "neutering" of Iran. In 2009 McCain insisted that the Iraqi surge can be replicated in Afghanistan and that within the next year to 18 months, "We can turn the situation around." Time has issued the verdict on that boast.
John McCain is no friend of the Canadian people who hold him in the greatest contempt. The presence of this war criminal at the Halifax International Security Forum will surely be vigorously condemned.
Not In Our Name! War Criminals Out of Canada!
One of the notorious war criminals attending the sixth annual Halifax International Security Forum is U.S. Senator John McCain. McCain has a long-standing involvement with all manner of U.S. covert operations, dirty wars, aggression and war.
U.S. Senator John McCain (R) is a former presidential candidate in 2008, the top Republican on the U.S. Senate Armed Services Committee, chairman of the board of the International Republican Institute (IRI, an arm of the National Endowment for Democracy of the U.S. government) since 1993, and the leading American champion of aggression, intervention and war throughout the world.
Posted below are some of McCain's recent misdeeds, to give an indication of the calibre of depravity of some of those attending this year's Forum.
McCain visited Libya in April 2011, during NATO's bombing campaign against that country, saying he had the backing of the White House. He challenged critics of NATO's intervention to tour Benghazi and see a "powerful and hopeful example of what a free Libya can be." McCain praised the mercenaries -- presented as so-called rebels -- as his "heroes." He met with Libyan terrorist military leader Abdel-Fattah Younis of the Transitional National Council (TNC) -- at the time the first public "face" of the TNC -- touring its headquarters in the city of Benghazi on April 22, 2011.
He called for "greater American involvement" one day after the U.S. began started flying armed Predator drones to bolster NATO firepower and try to break a battlefield stalemate with Libyan forces. By July, McCain's "hero", Younis, and two of his colonels had been assassinated, reportedly by other members of the TNC. By the end of 2011, Libya had become a principal conduit for sending arms and recruits through Turkey to Syria to carry out U.S. regime change in that country. The overthrow of Libya's government by NATO and Gulf Arab powers, at the cost of over 30,000 deaths, has led to a collapse in human rights and social conditions. Benghazi is now the centre of a bloody tribal-based revolt against the NATO government.
Since 2011, McCain has served as the Godfather of the "moderate" terrorists fighting to destroy Syria. At the 2011 Halifax International Security Forum, McCain was the first U.S. official to issue a public call (on November 19) for formal recognition of the Syrian National Council and its proxy army of mercenaries and jihadists, the "Free Syrian Army" (FSA) as the official U.S.-NATO instrument for destabilizing Syria and regime change. On May 26, 2013 he made an illegal trip inside Syria from Turkey to meet with the then commander of the FSA, Gen. Salim Idriss. The trip was made with the assistance of the U.S. State Department and came when the Syrian Arab Army was making steady advances against the terrorist forces. However, the worldwide publication of photographs caused a furore; reports suggested that the "rebels" were the very people responsible for the kidnapping of 11 Lebanese pilgrims inside Syria. Lebanon's Daily Star reported on the "crossing of paths" between McCain, Mohammad Nour and Ammar Al-Dadikhi (aka Abu Ibrahim), who were members of the "rebel" group Northern Storm, alleged to be holding the pilgrims. Many units of the FSA joined with or directly fight alongside Islamic State in Iraq and Syria. And Salim Idriss? He was sacked in February 2014 for being "too moderate" and for the "ineffectiveness of the command in the past few months."
The International Republican Institute (IRI) spent millions funding the Orange Revolution 1.0 in Ukraine in 2004. Now McCain (and his IRI) are back for 2.0.
The IRI hosts a visit by Semyon Semyonchenko (in camouflage uniform), commander of the neo-Nazi "Donbass Battalion," November 2013, shown in this picture posted by Semyonchenko to Facebook. Behind him on the right is Tennessee Senator Robert Corker.
In early November 2013, McCain's IRI hosted a visit to Washington DC by Semyon Semyonchenko, commander of the neo-Nazi "Donbass Battalion" in Ukraine. The private battalion was established in May by the "Right Sector" to fight the Donetsk Republic, which considered the Kiev government illegitimate and had declared sovereignty on April 7, ratified in a May 11 referendum. The Amnesty International report entitled "Ukraine: Abuses and War Crimes by the Aidar Volunteer Battalion in the North Lugansk Region" confirmed that war crimes including abductions, executions and extortion were committed by another Ukrainian punitive regiment -- the Aidar Battalion. While in the U.S. Semyonchenko "signed a contract to organize training courses for the fighters and officers of the battalion Donbass by mobile groups of instructors from the United States, held by military that are not currently in service." In a post on his Facebook page on November 11, Semyonchenko wrote, "Three People's Deputy of the day flew to Washington to meet with Senator John McCain."
Reuters' photo shows Senator McCain with Neo-Nazi Svoboda party chief Oleh Tyahnybok at a dinner in Kiev and a rally in Maidan Square, December 15, 2013.
McCain dined with Ukraine's opposition leaders in Kiev on December 15, 2013, where he shared a table and later a stage at the Maidan Square with the leader of the neo-Nazi Svoboda party, Oleh Tyahnybok. The anti-semitic Tyahnybok once made headlines, when he announced that Ukraine must be "liberated" from a "Jewish mafia from Moscow." He is a defender of the World War II Ukrainian "Waffen SS-Galicia Division. The party was registered in 1995, initially calling itself the "Social National Party of Ukraine" and using the Nazi-associated symbol of the "wolf hook" (wolfangel). Svoboda is the electoral front for neo-nazi organizations such as UNA-UNSO.
Later that day, McCain attended a mass rally at Maidan Square and tried to incite those who had occupied and trashed government buildings in an attempt to overthrow the elected Ukrainian government. "I am proud of what the people of Ukraine are doing," he said, as he tried to rouse the crowd with cries of "democracy" and promises of U.S.-style "freedom and independence."
