Closing session of the 14th Congress of the Communist Party of
Viet Nam, January 23, 2026
In a spirit of great revolutionary enthusiasm, unity and confidence, the 14th National Congress of the Communist Party of Viet Nam (CPV) concluded its proceedings on January 23. The Congress, held in Hanoi from January 19-23, launched a new era of development and social progress for Viet Nam, the Era of the Nation's Rise. The decisions of the 14th Congress, setting Viet Nam's own path of development based on the strength of its people guided by a Communist Party steeled through years of arduous struggle and experience, were warmly applauded by fraternal parties, sister nations, friends, sympathizers and fellow travelers all over the world.
Of greatest significance, the 14th Congress of the CPV adopted its Resolution, a strategic vision defining the way forward in the new era it has recognized. It has set out ambitious goals for the next five years to achieve Viet Nam's strategic objective of becoming a developing nation with modern industry and upper-middle income by 2030 and to set the conditions for the country becoming a developed nation with high income by 2045, the 100th anniversary of Viet Nam's independence.
The conditions necessary to set such lofty targets of socio-economic development were meticulously prepared and the factors for success identified, so that every resource of the society can be mobilized in an Action Plan to guarantee victory.
The 14th Congress elected a 200-person Party Central Committee comprised of 180 official members and 20 alternates, of which 87 are newly elected. It is a Central Committee closely linked to the masses of people, with To Lam unanimously re-elected as General Secretary.
The General Secretary To Lam noted the profound significance of the 14th Congress, that it was convened "amid a rapidly changing, unstable and unpredictable global context, while domestically Viet Nam has attained new stature, capacity and standing, alongside higher and more demanding development requirements. This is a moment to face reality squarely, correctly identify opportunities and challenges, review achievements, pinpoint remaining bottlenecks and most importantly unify will and action to move forward with confidence."
"The big question now," he said, "is whether we have sufficient position and strength; sufficient will and determination to enter the new era, the era of powerful development and prosperity for our nation? The answer is: We do."

The Congress called on the entire Party, the entire people, the entire armed forces nationwide and overseas Vietnamese compatriots to unite as one to ensure stability, and promote the highest national interests, development and continuous improvement of the people's standard of living under the slogan "No One Left Behind."
General Secretary To Lam in his speech to the opening session of the Congress emphasized the strategic significance of the 14th Congress proceedings. "The Congress documents," he said, "set forth enormous and important tasks; tasks that are both urgent and of long-term strategic significance; reflecting the unity of will of the entire Party, the entire people, and the entire army; and a determination to achieve the lofty goals stated in the Political Report maintaining a peaceful and stable environment; achieving rapid and sustainable national development and firmly protecting the Fatherland; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, and confident progress in the new era of the nation."
The Congress reviewed and highly appreciated the work that the 13th Congress had taken up during the period 2020-2025, achieving magnificent results such as mass poverty reduction to less than one per cent of Viet Nam's 100 million population despite difficulties caused by the COVID-19 pandemic, supply-chain disruptions, geo-political tensions and conflicts, trade wars and an increasingly complex global geo-political environment. The discussions underscored that the leadership of the Party and the unity of the Party, the people and the armed forces were decisive in Viet Nam's advance in all spheres, setting the stage for a fresh new turning point in the nation's socialist nation-building project.

The Resolution of the 14th Congress reaffirms that the adoption of the Doi Moi economic reforms 40 years ago was a "great creative undertaking" representing a deliberate "historic choice" which enabled Viet Nam to thrive and move into this new era the era of the nation's rise.
The five key tasks set by the 14th National Congress are:
1) Prioritizing the removal of bottlenecks and promoting innovation and ensuring consistency between economic growth, social development, environmental protection and national defence;
2) Prioritizing investments in transport, energy, digital/data and infrastructure to enhance regional integration;
3) Developing high quality human resources by shifting the growth model from low-cost labour and resource extraction to an economy that is productivity-driven, fueled by science, technology and innovation;
4) Strengthening the Party and the integrity of the political system by enhancing leadership capacity, improving governance and combatting corruption, waste and other negative factors; and
5) Firmly defending national independence, unity and sovereignty to ensure a peaceful and stable environment for rapid, sustainable development.
These tasks are aimed at ensuring that under the leadership of the Party, the country not only achieves its near and long term strategic goals but is "a peaceful, independent, democratic, prosperous, civilized and happy Viet Nam steadily advancing towards socialism."

In the next five years, Viet Nam aims to increase GDP growth by an ambitious 10 per cent each year and achieve per capita GDP of U.S.$8,500 from slightly over U.S.$5,000 today. The Action Plan of the 14th Congress aims at achieving at least 28 per cent of GDP growth from the manufacturing and processing sector, while the digital economy will account for 30 per cent. The Congress Resolution also calls for an increase in annual labour productivity of 8.5 per cent.
Social investments will average around 40 per cent of GDP, and life expectancy will increase from 74.5 years today to 75.5 years. As part of raising the level of education and training for the people, the goal is to have 35-40 per cent of the workforce holding certification in various fields. Efforts will be made to reduce the national poverty rate which is now about one per cent of the population. As well, the Resolution aims to raise Viet Nam's ranking to among the top 40 countries in the World Happiness Index by 2030. It now ranks 46th, the second highest in Southeast Asia after Singapore.
Environmental goals include maintaining forest coverage at about 42-43 per cent of the country, treating and reusing 65-70 per cent of wastewater and cutting greenhouse gas emissions by eight to nine per cent.
The Resolution outlines 12 development guidelines for the 2026-2030 period which call for bold thinking and innovation in the political, economic, cultural and social spheres to build what is called a "new development ecosystem" with the people's well-being at the centre of all thought, planning and action, with the Communist Party of Viet Nam playing the decisive role in inspiring, organizing and leading the people to achieve concrete results.
Priority is given to "a new growth model" that will foster higher productivity, quality and efficiency driven by innovations in science and technology and digital transformation of the economy.
The Resolution also stresses building an advanced Vietnamese culture imbued with national identity while safeguarding national interests and defending national independence and sovereignty.
The Congress Resolution affirmed the rapid development of a "modern, internationally integrated socialist-oriented market economy suited to new productive forces" with the state sector playing the leading role while enhancing the role of the private sector as one of the key drivers of economic growth. Economic restructuring, rapid industrialization, innovation and digital transformation of the economy will underpin the new growth model in the coming period, which will go hand in hand with raising the education and technical level of the working people of Viet Nam.
The importance of building a revolutionary, modern People's Army and People's Public Security Forces to firmly safeguard the independence, sovereignty, unity and territorial integrity of Viet Nam was highlighted in the Congress Resolution in order that the Vietnamese people have the peace and stability to pursue their nation-building project. Along with this it was underscored that Viet Nam would enhance its diplomatic efforts to serve the overall agenda of achieving the country's goals.
At its closing session on the afternoon of January 23, the 14th National Congress of the CPV unanimously adopted its Resolution and Action Plan for the next five years. This is the work the Congress entrusts to the 14th Central Committee of the CPV to carry out.
Highest Quality Delegates and People's Participation in Congress Deliberations and Decision-Making
A total of 1,586 delegates, representing 5.6 million CPV members from across the country, took part in the deliberations and decision-making of the 14th National Congress of the CPV. In addition to Party delegates, 205 invited guests, 111 ambassadors, chargιs d'affaires and heads of foreign missions and international organizations in Viet Nam also attended.
The Congress paid first-rate attention to personnel, the quality of the delegates selected by Party organizations and members countrywide. The Congress Documents were meticulously prepared ahead of the Congress and broad discussion by Party members across the country took place during the months before the Congress, refining and enriching the documents at each stage. For close to two months prior to the opening of the Congress, the documents were also made available more broadly to the citizens, including the overseas Vietnamese community, for their input and suggestions. More than 5 million people from all walks of life scientists, teachers, production workers, members of ethnic minority communities, army personnel and others contributed more than 14 million ideas and suggestions, many of which were incorporated in the final Congress Resolution that was adopted.

These were the most involved, broadest consultations of any CPV Congress to date. They accomplished the mission to unify thinking within the Party ranks and between the Party and the people to take action, spur development and meet the aspirations of the people to march into the new era with confidence. The human factor, organization and social consciousness is key and the Congress successfully accomplished its mission on that crucial matter.

General Secretary To Lam

The 14th Central Committee of the CPV re-elects To Lam as
General Secretary
Distinguished members of the Presidium of the Congress, distinguished guests, dear delegates attending the Congress, dear comrades, fellow citizens, soldiers throughout the country, and our compatriots abroad.
After five days of urgent,
serious, and scientific work with the motto Unity -- Democracy -- Discipline
-- Breakthrough -- Development, with a high sense of
responsibility and commitment to the Party, the people, and the
country, the 14th National Congress of the Communist Party of
Viet Nam was a resounding success, marking a new milestone in
the history of the Communist Party of Viet Nam and the glorious
history of the Vietnamese nation.
On behalf of the Presidium of the Congress and the Central Committee of the 14th Party Congress, I would like to express my sincere gratitude to all delegates for demonstrating the highest sense of responsibility as Party members and delegates to the Congress, contributing many insightful, heartfelt, intelligent, and frank opinions on the Congress's contents. The overarching spirit of the 14th Party Congress term is: Strategic autonomy, seizing opportunities, working together in unity, overcoming all challenges, strongly igniting the aspiration for development; transforming will into action, turning decisions into concrete results; saying what you mean and doing it immediately, doing it right, doing it decisively, doing it to the end, and doing it effectively. [...]
The Congress emphasized the requirement, based on unwavering adherence to principle, that we must closely follow reality, constantly innovate and reform to achieve rapid and sustainable national development... Without innovation and reform, we cannot achieve breakthroughs, compete, or develop. We must continue to innovate our thinking, our development models, our growth models, and our methods of implementation, so that the right policies become concrete results in life.
The Congress once again affirmed the truth: the Party's leadership is the decisive factor in all the victories of the Vietnamese revolution; the Party's reform line is correct, creative, and in accordance with objective laws. [...]
The Congress requests that Party organizations at all levels promptly disseminate, study, institutionalize, concretize, and comprehensively and effectively implement the contents of the Congress documents; mobilize all resources and exploit all driving forces; promote the strength of the great national unity to successfully achieve the goals and tasks set forth by the Congress. Especially at the beginning of the term, it is even more necessary to act urgently, decisively, surely, and thoroughly; so that each resolution and each action program quickly comes into life, becomes a driving force for development, and becomes a source of pride for the people.
The Congress entrusted the 14th Central Committee of the Party with leading the entire Party, people, and army to successfully implement the Congress's Resolution. The Congress is confident that with immense responsibility and honour before the Party, the people, and the country, the 14th Central Committee will maintain high levels of unity, wholeheartedly and continuously innovate and create, serving the Fatherland and the people with all their might [...]
Comrades, delegates, the Congress warmly welcomes and sincerely thanks the Party committees and organizations at all levels, veteran revolutionaries, National Assembly delegates, the Fatherland Front and political and social organizations, all cadres, Party members, the working class, farmers, entrepreneurs, intellectuals, the armed forces, and the people of the whole country, as well as our compatriots abroad, for their enthusiastic and responsible participation and valuable contributions to the Congress documents, which significantly contributed to the success of the Congress. The Congress would like to express its sincere and profound gratitude to the political parties, organizations, and international friends who attended the opening and closing ceremonies, sent telegrams and letters of congratulations to the Congress; and who extended their friendly, affectionate, and solidarity sentiments to the Communist Party of Viet Nam, the Vietnamese people, and the country of Viet Nam.
The Congress affirmed that Viet Nam is steadfast and consistent in its independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy; is a friend, a reliable partner, and an active and responsible member of the international community; and is ready to strengthen cooperation with other countries and partners to jointly build peace, consolidate stability, expand cooperation, share prosperity, and contribute to a sustainable future for the region and the world.
The resounding success of the 14th National Congress reflects the faith, will, determination, and new development vision of our country. With the unity and resolute spirit of the Congress; with the major decisions adopted; with the unity of will and action of the entire Party; with the strength of the people and great national unity, we will certainly successfully implement the Resolution of the 14th National Congress, building a peaceful, independent, democratic, prosperous, civilized, and happy Viet Nam, steadily advancing towards socialism.
The Congress calls upon the entire Party, the entire people, the entire army of the country, and our compatriots abroad to highly promote the spirit of patriotism, civic consciousness and responsibility, and the aspiration for development; each agency, unit, organization, and individual should begin with the most concrete tasks, contributing to the daily development of our country; the daily prosperity and happiness of our people; and the daily growth and strength of Viet Nam, standing shoulder to shoulder with the great powers of the world, as President Ho Chi Minh always wished.

On behalf of the Communist Party of Canada (Marxist-Leninist), National Leader Anna Di Carlo sent two messages to the Communist Party of Viet Nam (CPV). The first was a letter of greetings and congratulations to the delegates to the 14th Congress, wishing them great success in their work. In her letter she said "On this occasion, we pay our highest tribute to President Ho Chi Minh, legendary leader of the Vietnamese people and founder of the Communist Party of Viet Nam. We pay deepest respects to the millions of heroic martyrs who gave their lives for Viet Nam's freedom under his leadership."
Anna noted that CPC(M-L) highly appreciates that the CPV has been able to successfully find its bearings in this period of historic transition where the old world is in crisis and the new world is being born. She noted too that the CPV's strategic adoption and implementation of the Doi Moi economic reforms of 1986 at a significant historic turning point in which no force could act in the old way enabled the Party to lead the people in modernizing the economy and revitalizing and renewing Vietnamese society.
She pointed out that the CPV has positioned Viet Nam as a formidable champion of peace, development, independence and self-determination on the world stage. She expressed confidence that the strategic leadership of the CPV and its close links with the Vietnamese people will enable Viet Nam to march on in its socialist nation-building project in these volatile global conditions. She added that the heroic Vietnamese people have shown the way forward time and time again by pursuing their own path, inspiring all of humanity.
Following the conclusion of the Congress, a letter was sent to To Lam congratulating him on his unanimous re-election by the Central Committee as General Secretary to lead the 14th Central Committee tasked to carry out the ambitious plans laid out in the Congress Resolution. In her letter, Anna noted that his re-election affirmed the great confidence that the Party and people of Viet Nam have in him to lead the Vietnamese nation to navigate the next stage of its socialist nation-building project.
She said, "We followed closely the reports of the meticulous preparations for the national Party Congress under your leadership and its proceedings held in an atmosphere of revolutionary enthusiasm and optimism. We find encouraging the Congress Resolution linked to a concrete Action Plan which re-affirms Party building and leadership as the key factor in mobilizing the Vietnamese people as the makers of their own history and future."
Anna expressed CPC(M-L)'s militant revolutionary best wishes to General Secretary To Lam for success in all his endeavours leading the CPV on the high road of civilization. She said, "We share the confidence you expressed in your Party, the great Party of Ho Chi Minh, and in the Vietnamese people" and pledged to further strengthen the fraternal ties between the two Parties and peoples.
The letters from CPC(M-L) to the CPV were part of close to 900 congratulatory letters and messages the latter received from 167 political parties, 17 international organizations, 78 individuals, 242 foreign political, friendship and mass organizations, as well as 394 overseas Vietnamese associations. They reflected the profound respect for the Party and the people of Viet Nam from across the world.

Canada-Viet Nam Friendship Society Webinar Discusses and Applauds Results of Party's 14th National Congress and Founding
The 96th anniversary of the founding of the Communist Party of Viet Nam was commemorated by the Canada-Viet Nam Friendship Society with a nationwide webinar on February 1. The webinar featured speakers, discussion, and videos. The main focus of the event was the outcomes of the 14th National Congress of the Communist Party of Viet Nam, particularly the orientations and tasks for socio-economic development for the 20262030 period, as well as the goals, directions, and long-term vision for national development toward 2045. The guest speaker was Pham Cao Phong, former Ambassador of the Socialist Republic of Viet Nam to Canada, and current Executive Vice-President of the Viet Nam-Canada Friendship Association.
Introductory remarks on the
founding of the Communist Party of Viet Nam by Ho Chi Minh on
February 3, 1930 were made by Phil Fernandez, executive member
of the Canada-Viet Nam Friendship Society who moderated the
webinar. Fernandez outlined the heroic struggle of the
Vietnamese people organized by the Communist Party of Viet Nam
and led by Ho Chi Minh, leading to the liberation of Viet Nam
from foreign domination. Today President Ho is remembered as a
hero of the national liberation of the Vietnamese people and
outstanding contributor to the common struggle of all peoples
for peace, national independence, democracy and social progress,
Fernandez pointed out.
Under the seasoned leadership of the Communist Party of Viet Nam, the Vietnamese people are fully mobilized in their socialist nation-building project and about to enter a new era -- the Era of the Nation's Rise embodied in the 14th Congess Resolution, Fernandez noted.
He then welcomed Ambassador Phong who expressed his pleasure at being able to address his Canadian friends again.
Ambassador Phong spoke about the outcomes of the 14th National Congress of the Communist Party of Viet Nam in some detail. He emphasized that the Congress was a historically significant event, demonstrating the strategic vision and high political determination of the Party, state, and people of Viet Nam in leading the country into an era of national progress. He said this Congress clearly identified key tasks and breakthroughs required for the coming period. He pointed out that there was the need for a strong shift in development thinking to an intensive, sustainable development model based on science and technology, innovation, and high-quality human resources. He stressed the measures to strengthen the Party and its institutions in the coming period in order to carry out the ambitious tasks ahead.
Ambassador Phong stated that the foreign policy of Viet Nam will continue to champion peace and development for all nations and peoples as the condition of the Vietnamese people's own development goals and aspirations.
Ambassador Phong also responded to questions prepared by the Canada-Viet Nam Friendship Society about the Congress, in particular addressing the orientations for building a people-centred economy, in which the people are considered the subject, the goal, and the driving force of development. He affirmed the role of national unity in realizing the goals of the 14th National Congress.
The next speaker, Steve Rutchinski, a member of the Friendship Society executive, presented two short papers. One cited a recent United Nations study which documented the dramatic reduction of Viet Nam's multidimensional poverty rate which was more than halved in a matter of seven years from 2014-2021. The UN Development Program found these significant outcomes "commendable and speak to the Government's strong commitment and effective implementation of the objectives" set out in its Socio-economic Development Plan. The other paper discussed the sweeping education reforms such as elimination of public education fees and raising the standards of vocational and technical training to meet the labour requirements of the new era of economic development.
