Dear Comrade Raúl, Comrades of the Presidium, Comrade Delegates and Invited Guests:

The Communist Party of Canada (Marxist-Leninist) sends you militant revolutionary greetings on the occasion of your important 8th Congress. Congratulations to the Party for the achievements in the implementation of the tasks of the 7th Congress and for the confidence this work inspires. Through you we also send our warmest greetings and congratulations to the courageous Cuban people who hold high the leadership of the Party and the banners of Martí, Fidel and all those who have sacrificed themselves for the cause of Cuban independence, freedom and rights by virtue of being human. The Communist Party of Cuba has proven its mettle as a Marxist and Leninist revolutionary Party of Martí and Fidel by finding the forms of organization, work and governance suitable for the times, always upholding the principles which guide the Revolution.

The challenges and hardships that your Party, government and people have had to face since the 7th Congress are many: the great loss of Fidel, intensification of the brutal U.S. blockade, slander campaigns and mercenary operations against the Revolution, extreme weather events, the pandemic. The quality of the Party is seen in how it has tackled them all with revolutionary resolve, audacity and creativity, mobilizing the Cuban people to make sure the solutions favour them. All of this has been accomplished while making selfless contributions to humanity and without ever compromising Cuba’s sovereignty, independence or principles.

Our Party greatly values experience gained in the course of solving problems — both those which the very path of Revolution gives rise to as well as those created and exacerbated by the enemies of the Revolution. Knowing what must be preserved, and making the changes that need to be made so as to expand and strengthen the people’s power and to ensure the next generation of revolutionary leadership is trained and ready to fulfill its responsibilities is a great life-giving undertaking which guarantees the continuity of the Revolution. Fidel expressed it well in his words to the 7th Congress: “We will undertake the march and perfect what we must perfect, with absolute loyalty and as a united force, like Martí, Maceo and Gómez, in an unstoppable march.”

The fact that the small island of Cuba continues to control its own decisions in the face of the most power-hungry nation on earth commands respect and tremendous admiration. Against all odds, Cuba has maintained its independence and way of life, showing the entire world that it is a matter of principle, if the people are to be truly free with a democracy of their own making. It must be done if peace is to be preserved in the Americas, and if grinding poverty, illiteracy and disease are to be ended. Cuba has shown the world it can be done. It has shown the world, and continues to show the world, the true meaning of internationalism and humanitarian aid which are designed to address the needs of the people, not self-serving imperialist aims. This is the path that will change the world in a manner that favours the peoples, not a minuscule few.

We wish you every success in the important work of this historic Congress and look forward to learning the results of your deliberations, which we will share with the Canadian people.
